Q: Will this work on my Trek 820 21 speed?

This will work for your trek 820 as it uses a euro bb

Q: Inner black plastic sleeve shorter than when I bought this same item a year ago, barely reaches. Is this part necessary for proper function?

Installing the sleeve is optional. It’s supposed to keep dirt and water off the spindle but it touches the spindle which introduces more friction into the system. Just clean and re-grease the spindle once a year if you don’t use the plastic sleeve. You don’t need to unscrew the bottom bracket to do this. Just loosen the pinch bolts on the crank and pull the spindle and right crank out of the bike.
